Agree 100%. Unfortunately, that was really the only way to make it happen when the law was first passed in 1992. People still thought of HIV/AIDS as a gay disease, and the proponents knew damn well that that would set up major opposition without even getting to the bill's contents.

So they made a white kid who got it from a blood transfusion (VERY early on) the face of the bill, and fortunately that got it through.

But you Americans seriously have to stop naming all your laws after dead white children. It's getting kinda creepy.
